US$350 Million for ASEAN 2029, Timor-Leste Prepares Dili For The Regional Spotlight

 DILI, www.news-viptv.com – Timor-Leste is stepping up preparations to host the ASEAN Summit and lead the regional bloc in 2029, with the government preparing a major investment program for infrastructure, facilities and logistical capacity.

The overall funding requirement for preparations for the 2029 ASEAN Chairmanship is estimated at between US$250 million and US$350 million. The projected requirement covers infrastructure development and upgrades, international conference facilities, transport, airport capacity, accommodation, security, technology and other supporting services.

On October 1, 2026, the Government of Timor-Leste by Finance Minister, Santina Cardoso submitted its proposed 2027 State Budget to the National Parliament. The consolidated budget proposal is valued at approximately US$2.5685 billion, or about US$2.57 billion.

According to government information, the 2027 budget proposal also includes additional funding related to elections and ASEAN commitments, amounting to about US$27.5 million

Infrastructure is expected to be one of the biggest priorities. Timor-Leste is preparing facilities capable of hosting heads of state and government, ministers, senior officials, diplomats, international media and other delegates.

The International Convention Centre in Dili is being developed as an important facility for future ASEAN-related meetings. Preparations also involve the Nicolau Lobato International Airport, roads, transportation, hotels, healthcare facilities, security systems and telecommunications.

The government has also moved to establish special and temporary public procurement arrangements to accelerate construction and rehabilitation projects considered necessary for the 2029 ASEAN Chairmanship. The objective is to ensure strategic projects can be delivered on time.

The planned investment is not only about hosting meetings in 2029. Infrastructure built or upgraded for ASEAN is expected to remain useful afterward, supporting tourism, international conferences, investment, trade, transport connectivity and economic activity.

With the 2029 ASEAN Chairmanship approaching, Dili faces a major preparation effort. The city will need to accommodate a large number of international delegations while ensuring reliable transport, hospitality, security, communications and public services.

For Timor-Leste, preparations for ASEAN 2029 can also serve as an opportunity to strengthen national infrastructure and institutional capacity. The government’s challenge will be to ensure that major investments are implemented efficiently, transparently and with long-term benefits for the population.

Timor-Leste’s journey toward full ASEAN membership has been a long and gradual process.

The country formally applied for ASEAN membership in 2011, beginning a diplomatic and institutional process that would take more than a decade. During this period, Timor-Leste worked to strengthen its institutions, diplomatic capacity, economic integration and readiness to meet ASEAN’s requirements.

In ovember 2022, ASEAN leaders agreed in principle to admit Timor-Leste as the bloc’s 11th member and granted the country observer status while it continued fulfilling the remaining requirements for full membership.

After years of assessment, preparation and negotiations, Timor-Leste’s accession moved into its final stage. The country ultimately became ASEAN’s 11th member in 2025, marking a historic milestone in its regional integration.

Membership opened a new chapter for Timor-Leste, bringing greater responsibilities as well as opportunities for deeper economic, diplomatic and people-to-people connections with Southeast Asia.

For Timor-Leste, hosting the ASEAN Summit in Dili will be more than simply organizing a series of international meetings. It will be a major opportunity to demonstrate the country’s institutional capacity, infrastructure readiness and ability to contribute actively to the ASEAN community.

That is why the preparations for 2029 have already begun, with the government focusing on infrastructure, human resources, logistics, security, diplomacy and financial planning.

After a long journey toward ASEAN membership, Timor-Leste is now preparing for another historic chapter: welcoming ASEAN leaders and international delegations to Dili in 2029.

The Association of Southeast Asian Nations (ASEAN) was established on 8 August 1967 in Bangkok, Thailand, with the signing of the ASEAN Declaration, also known as the Bangkok Declaration. ASEAN was founded by five countries: Indonesia, Malaysia, the Philippines, Singapore, and Thailand. These five nations became known as the founding members of ASEAN. Over the years, the organization expanded its membership. Brunei Darussalam joined on 7 January 1984, followed by Vietnam on 28 July 1995. Laos and Myanmar joined on 23 July 1997, while Cambodia became a member on 30 April 1999, bringing ASEAN’s membership to 10 countries. The expansion continued when Timor-Leste was formally admitted as ASEAN’s 11th member on 26 October 2025. As of 2026, ASEAN therefore has 11 member states: Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste, and Vietnam.
