Colonel Miao Haijun stated that China adheres to an independent and peaceful foreign policy and is committed to peaceful development.

“China is the only major country that has enshrined the idea of peaceful development in its constitution and ruling party charter, making it its national will. Since the founding of the People’s Republic of China more than 70 years ago, China has never provoked war or conflict, or occupied a single inch of foreign territory. China is, and will always be, a solid pillar of global peace and stability,” explained the defense attaché.

He explained that more than a decade ago, President Xi Jinping proposed the concept of shared, comprehensive, cooperative, and sustainable security, which has received widespread support from the international community. Three years ago, at the Bo’ao Forum for Asia, he launched the Global Security Initiative, reaffirming China’s commitment to being a builder of world peace, a contributor to global development, and a defender of international order.

“The PLA has realized this initiative through concrete actions aimed at building a community with a shared future for mankind,” he stressed.

China is currently the largest troop contributor to UN peacekeeping operations among the five permanent members of the Security Council, with 8,000 peacekeepers on standby. Since participating in its first UN peacekeeping mission in 1990, China has participated in nearly 30 missions, deploying nearly 50,000 personnel. Seventeen Chinese peacekeepers have lost their lives. Currently, more than 1,800 Chinese peacekeepers are serving in seven UN missions, including in South Sudan and Lebanon.

“China’s ‘Blue Helmets’ have been a key force in UN peacekeeping efforts and a beacon of hope for world peace. Timor-Leste, as a responsible state, has consistently supported UN peacekeeping efforts since its restoration of independence. The F-FDTL has actively developed its peacekeeping capacity and dispatched personnel to participate in these missions—a contribution worthy of appreciation,” he said.

This year marks the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War. From 1931 to 1945, through 15 years of extraordinary and arduous struggle, the Chinese military and people made tremendous sacrifices to support the main battlefield in the East and made significant contributions to the final victory of the global anti-fascist war. During World War II, Timor-Leste was also occupied by fascist forces, but the people of Timor-Leste bravely resisted and made significant sacrifices for victory. We remember war to prevent it, and we commemorate victory to inspire strength for lasting peace.

Today, the world is undergoing profound changes unprecedented in a century, with intensified regional conflicts and frequent wars. Maintaining regional stability and global peace has become an urgent task for all countries and armed forces. In handling international disputes and complex issues, China upholds the principles of peace, development, cooperation, and mutual benefit.

“Based on the principles of peaceful coexistence, China has developed friendly cooperation with countries around the world, promoted a new type of international relations, safeguarded global peace, and promoted common development. Going forward, the PLA will continue to safeguard China’s peace and security and will remain steadfast in contributing to global public security efforts,” he said.
