Dili, wwwnews-viptv.com  — The Timor-Leste National Police (PNTL) and New Zealand have discussed opportunities to strengthen cooperation in community policing, police training and institutional capacity building, as both sides explore ways to support security and improve relations between police officers and local communities.

The discussions took place during a meeting on October 23, 2026, between PNTL Deputy Commander-General, Assistant Police Commissioner Natercia Eufrasia Soares Martins, and New Zealand Ambassador to Timor-Leste Helen Tunnah, accompanied by her delegation, at the Deputy Commander-General’s office in Caicoli, Dili.

The meeting was also attended by Superintendent of Police Luís Barreto, Director of PNTL’s Community Policing Directorate. Participants exchanged views on opportunities to continue their partnership, with particular attention to training initiatives, professional development and stronger engagement between the police and the public.

Community policing was among the key areas discussed. The approach emphasizes communication, cooperation and public trust as important elements in crime prevention and the maintenance of security at the community level.

Strengthening community policing can help PNTL improve its engagement with residents, better understand local security concerns and provide more responsive services to communities.

The discussions also highlighted the importance of developing institutional capacity and strengthening the professional skills of police personnel. Training and professional development are essential to ensuring that officers have the knowledge and abilities needed to carry out their duties effectively, responsibly and professionally.

Cooperation with international partners, including New Zealand, provides opportunities for PNTL to explore further initiatives aimed at developing personnel capabilities and improving public security services in Timor-Leste.

The meeting provided a platform for both sides to exchange views on existing cooperation and consider potential areas for future collaboration, particularly in community policing, training and institutional development.

However, no specific new agreement, confirmed training schedule or formal commitment by New Zealand to deliver additional community policing training was detailed in the information provided about the meeting.
